Why am I getting an error that says could not start QuickBooks?

Overview

I'm in the QuickBooks trying to run the customer tax item update utility and I get the foolowing error: could not start QuickBooks

Environment

Avalara Avatax
QuickBooks

Resolution

Please note that you will need to be logged in as an admin in single user mode to use this utility.

Exit QuickBooks
Launch task manager
Find any and all QuickBooks related processes and right click> end process tree.
Launch QuickBooks

You should now not get this error.
