A customer who is attached to only some of the certificates in a multi jurisdictional certificate is not being included on the certificate update in the admin console.
- Resolve this issue by adding them to the primary certificate
- Open the primary certificate (it is the lowest number, so usually the first alphabetically)
- Go to Customers > click + Add Customer > add Customer
- Attaching the customer to the primary certificate triggers an API Resend, view History tab to confirm Success
