Why am I unable to deactivate a user?

As a manager or administrator, you can deactivate a user only when no active license, contact, real estate lease, or violation is associated with the user profile. Therefore, you must reassign the ownership of the records in the Managed licenses, Managed contracts, Managed real estate leases, or Managed violations tab to another user or user group.
