Transition from TTR ECMS to Exemption Certificate Management

What's changing?

Avalara Exemption Certificate Management (ECM) is going to replace the TTR Exemption Certificate Management System (ECMS) experience, and existing ECMS customers will transition to a new ECM experience through 2022-23. ECM is the evolution of ECMS and CertCapture, with a new user interface, and new name, fully integrated with Avalara. It will have all the features that customers used in ECMS as well as those used in CertCapture. ECM will eventually replace ECMS entirely.

How will current ECMS customers transition to ECM?

ECM will be available in 2023 for all ECMS customers. As current ECMS contracts come up for renewal, customers will be informed of ECM. Avalara will provide implementation services for customers switching between products, including data and certificate migration services. For a limited period, you will have access to both ECMS and ECM.  There will be minimal action required by you in the process. After the transition period, the legacy ECMS interface will no longer be available. 

Why is Avalara replacing ECMS with ECM?

ECMS is one of the industry’s leading exemption certificate management product, but we want you to have more. ECM is the combination of ECMS and CertCapture, providing additional features and benefits beyond what you have today.

There will be the following three different offerings within the ECM product line to suit every type of business size and needs:

  • ECM Essentials (available now): Best for emerging or small businesses that would like to use the exemption features included in AvaTax, with a need to request and store up to 1,000 certificate images.
  • ECM Pro (available now): Offers the features and tools customers liked in ECMS as well as new enhancements. It is ideal for businesses with a need for more functionality and higher certificate storage levels. ECM Pro is available as an integration with AvaTax or as a standalone product that integrates with other third-party tax engines.
  • ECM Enterprise (available in early 2023): Ideal for mid to large-sized businesses with complex needs and enterprise-sized businesses that require added features to help with even larger and more complex exemption certificate management obligations that often demand a higher level of configurability.

What's new in ECM?

  • All ECM products have a simplified customer experience.
  • ECM Pro and ECM Enterprise customers will be able to perform automatic data entry via Optical Character Recognition (OCR) of uploaded certificates and automatically determine whether a certificate is valid.
  • ECM Pro and ECM Enterprise support direct-to-state tax ID validation via state APIs.
  • More features, such as drop-ship wizard, improved campaign reporting, and other additional features will be announced in the coming months.
  • ECM Pro and ECM Enterprise will be SOC 2 Type 1 compliant and SOC 2 Type 2 compliant.

How can you access ECM?

The ECM user experience will be fully integrated with Avalara.

  • If your business has an AvaTax account, then you will be able to log into ECM via that account once ECM is made available to you.
  • If your business has an ECMS account but does not have an AvaTax account, you will be given a login to ECM as part of the implementation process.

How long will ECMS be accessible?

ECMS access will be turned off for all customers in 2023 or early 2024. We will work with you to configure, load data, and otherwise set up ECM. Once moved to ECM, access to ECMS will be turned off for.

How is ECM priced compared to ECMS?

The ECM pricing model is based on the number of certificates stored, as well as the level of service you want to receive. The per-certificate price is different for the three offerings: ECM Essentials, ECM Pro, or ECM Enterprise (not available until early 2023).

Is there any impact on ECMS connectors or APIs?

Yes, any integration with ECMS (API connections and connectors) will need to be re-integrated with ECM. For any customers affected, Avalara will provide an ECM sandbox environment and consulting services to provide the smoothest integration experience possible.

Will customers have the choice to transition to ECM Pro or ECM Enterprise?

Yes. Most ECMS customers will be transitioned to ECM Enterprise. Avalara account managers will contact customers directly to discuss the option of transitioning into ECM Enterprise when it becomes available. If you would like to learn more about ECM Enterprise, contact your account manager.
