Added a new link along with a visual snapshot of AvaTax cross-border transactions 

In the AvaTax cross-border transaction, you can see the "Review this calculation" link and a visual snapshot of the elements for the tax calculation. The following tiles are shown from left to right:

  • Are you collecting tax here?
    • Yes: with a checkmark icon
    • No
  • Is your customer taxable?
    • Yes: with a checkmark icon
    • No
    • Not applicable
  • Is the product or service taxable?
    • Yes: with a checkmark icon
    • No
    • Not applicable
  • Custom rules apply
    • The conditionally displayed tile will be displayed only when a custom rule is applied.
    • Displays a tax rule box with a yellow stripe line with a header: A custom rule applies, and a subtext; custom rules changed some line item details
    • If these conditions are not met, the custom rules apply tile is hidden

New Reports tab for AvaTax for communications 

Added a new Reports tab to the homepage of AvaTax for communications customers. The new reports tab contains the Liability and tax returns reports. The Liability and tax returns reports consist of the Tax liability worksheet summary returns detail and Tax liability carryover credits reports.

New VAT transaction report 

Avalara is enhancing the AvaTax VAT/GST Determination solution to add a new VAT report in the AvaTax section Reports.

The new VAT report ensures you obtain the transactional data required for VAT reporting purposes in a clear and concise manner. You can find the report by following the path Reports --> Transaction reports --> Reverse charge, VAT & all tax data export --> VAT Transactions report.

 The report is available in AvaTax as of October 10th, 2022.

Enhancements 

Enhanced TaxHinge Freight 

The TaxHinge logic is enhanced to use the taxability of the physical tax codes on a document, even when the line amount is $0. TaxHinge freight rules are currently supported in NY, PA, MD, and Manitoba (CA).

Enhancement to transaction report 

The transaction report is enhanced to support the marketplace. In addition, a new filter Merchant Seller identifier is added to the Sales Tax Document Line Export Report in the Sales Tax Document Data Export report category.

Added All EU countries in the country drop-down list for reports  

Added the All EU option in the country drop-down list for reports. Customers who file EU returns can use this filter. All EU options are added to the following reports:

  • Sales tax document export
  • Sales tax document line export
  • Sales tax document line detail export
  • Sales and Sellers Use Tax Summary
  • Consumer Use Tax Summary
  • All Taxes Liability Summary Report

Enhancement to reports for AvaTax for Communication 

For all AvaTax for communications customers, the Transaction and Exemptions tabs on the homepage are hidden. In addition, the Transactions reports and Exemptions reports and their related links on the Favorite tab are also hidden from the reports tab.

Enhancement to the phone number field in the sign-up form 

In the Avalara for Small Business (ASB) trial sign-up form, the phone number field is optimized to support only numeric characters.

Enhancement to menu items for Vendor Exemption Management 

For AvaTax exemption, the menu items are enhanced for the Vendor Exemption Management (VEM) with the following product headers and sub-options.

Enhancement to AvaTax

Avalara is enhancing the AvaTax VAT determination solution to determine the VAT/GST ID number used by the AvaTax user (AvaTax Company) in a specific VAT/GST transaction. It will be based on the transactional data available for the tax calculation and the VAT/GST IDs entered by the AvaTax user in the AvaTax settings section "Where you collect tax."

The AvaTax Company VAT/GST ID will be displayed in a new field which will be shown in the user interface at the line detail level and as part of the response back to the AvaTax user ERP or financial system.

The following are the main characteristics of this new field:

  • Determined based on the VAT/GST registration of the AvaTax Company applied to the transaction
  • The VAT/GST ID that is applied to the transaction is displayed in the response at the line detail in the new field listed as avtUserBIN
  • Added in addition to the existing AvaTax user's counterparty's VAT/GST registration field
  • The VAT/GST ID number of the counterparty in the transaction will remain in the "businessIdentificationNo" field, if applicable. The counterparty in a transaction can be the vendor or the customer, depending on whether the transaction is a purchase or a sale.
  • Assists AvaTax users with VAT/GST ID for invoicing and reporting based on transactional data.

The change is effective as of October 10, 2022, for any VAT/GST calculations in the EU, UK, Norway, Switzerland, Australia, Japan, Singapore, and New Zealand.

New VAT content for Australia, New Zealand, Japan, and Singapore

Avalara is enhancing the AvaTax VAT/GST to support more complex calculation logic and content for Australia, New Zealand, Japan, and Singapore. The following enhancements are effective in AvaTax as of October 1, 2022.

The enhancements support current Australia, New Zealand, and Singapore GST legislation and Japan JCT legislation for the following use cases:

  • Domestic supply/purchase of goods or services
  • Export of goods or services
  • Import of goods or services
  • B2C supplies of digital services
  • GST on low-value goods
  • Deemed supplier rules for Marketplaces
  • Supply of cultural, artistic, sporting, scientific, educational, entertainment, and similar services, ancillary transport services, and valuations of and work on movable property.

Enhancement to VAT to support more complex calculation logic and content for the EU

 Avalara is enhancing the AvaTax VAT determination solution to support more complex calculation logic and content for the EU. The following enhancements are effective in AvaTax as of October 1, 2022.

The enhancements support the current EU VAT legislation for the following use cases:

  • Supply of cultural, artistic, sporting, scientific, educational, entertainment, and similar services
  • Ancillary transport services
  • Valuations of, and work on, movable property

The enhancements impact the sourcing of the following tax codes as they will be considered sourced in the place where the events or activities take place in the EU:

Further, if a service provided relates to a supply of cultural, artistic, sporting, scientific, educational, entertainment, and similar services, ancillary transport services, and valuations of, and work on, movable property. Still, if a different tax code is used, the Company will need to pass in their request the parameter "SupplyofService." The following are the applicable values for this parameter:

  • For B2C transactions: “AdmissionToEvents
  • For B2B transactions: “EventsRelated

You can pass the parameter at the Company or Transaction level:

  • If passed at the Company level, it applies to all services provided by the Company
  • If passed at the Transaction level, it only applies to the specific transaction for which the parameter is passed

Enhancements

Deprecated "payment date" and "reporting date" options from all reports

 The two date options, payment date and reporting date are removed from the Date to be used field since they are no longer used.

Updated the All Settings page for the standalone version of ECM Pro

 The following options are hidden on the All Settings page for the standalone version of ECM Pro.

  • Where you sell
  • What you sell
  • Locations and Marketplace codes
  • Custom rules
  • Advanced company settings
  • Advanced account settings

HS Code Reclassification

 There are several times when tariff code classifications need to be re-requested. Some of the scenarios are:

  • Classification codes have expired and need to be re-requested.
  • When certain codes have been assigned, you want the Avalara team to relook at the codes.

AvaTax does not let items with the same item code be entered. To avoid sending duplicate products, we have added reclassify option in the What You Sell section allowing you to reclassify the duplicate products.

 Enhanced Multiple Points of Use Allocation rule template for country selection

The Multiple points of use allocation rule template in Advanced transaction rules allow you to add addresses for allocations. We have added a Country drop-down to the Multiple points of use allocation rule type when the Ship To State and Ship From State field selection is made.

Nexus

As Avalara for Small Business (ASB) customer, when you select the option Where you collect tax, you are taken through the new guided flow to maintain a nexus set up on their own. You can invoke the flow from the Home or the Where you collect tax setup.

Added error message when TotalTax and TaxAmount are blank with Process code 1 or 2

When ProcessCode 1 or 2 is provided in legacy batch import, then TotalTax and TaxAmount fields are mandatory. If the fields are blank, legacy import displays an error message "Tax Override amount is missing." Similarly, in the new batch import, for Avalara Standard and Custom templates, If the TotalTax and TaxAmount fields are blank, an error message "Total Tax and Tax Amount fields are blank. These are required fields when you're using Process Code 1 or 2 to override a tax amount "is displayed.

Enabled the Returns menu in the navigation bar for limited access or read-only users

The Returns tab was greyed out for limited access or read-only user roles. Now it is enabled for all customers.

Reorganized the Exemption menu based on the subscriptions type

The Exemption menu is reorganized based on the subscription type. The Exemption menu contains the following menu options:

  • Overview
  • Resources
  • Customers
  • Incoming certificates to review
  • Certificate requests
  • Add a certificate
  • Customer certificates

Users having Exemption with AvaTax have the following menu options:

  • Customers
  • Add a certificate
  • Customer certificates

Updated the navigation of ECM Pro for standalone users

ECM Pro standalone users do not see the Documents and Reports menus on the navigation bar.

Integration selection pop-up

As an Avalara for Small Business (ASB) user, first, you will see the integrations page offered by the partner and then the Integration selection pop-up.

Revamped the information for Connector Tile on the partner page

As an Avalara for Small Business (ASB) user, you should be able to read all the important information about the Connector on the partner page for that integration. The following are the updates for the important information:

  • Tile design has an expander
  • After expanding, the following information is added:

o   Version

o   Platform Version

o   Type

o   Certificates

o   Installation Guide

  • Information about the purchase (if applicable)
  • The Get button changes to Install after purchase

Generating license key

More clear direction is provided for generating the license key.

Fixes

The following is the fix in AvaTax.

Live customers saw a new state or Onboarding legacy in their To Dos as default.

All Live customers saw new state or onboarding legacy as default in their To Dos, even though they have completed theirs To Dos. This issue is resolved.

New Tax sub-type added in Landed Cost

A new tax sub-type is added in Landed Cost to support the customs clearance fees calculation for different customs entries. The feature works as per the TaxIncluded feature in case all the lines are TaxIncluded or none of the lines in the transaction are TaxIncluded.

Added a new tile Manage SST within AvaTax settings

A new tile, "Manage SST," is added in the AvaTax settings to allow active SST customers to request registrations in additional SST states.

Tax code mapping microflow

As Avalara for Small Business (ASB) customer, when you select an option to input What You Sell, you are taken through the end-to-end guided flow of mapping items to Avalara tax codes.

New Colorado Retail Delivery Fee report

A new Colorado retail delivery fee report is added to the transaction report that shows the summary of taxable and non-taxable deliveries, the associated fee amount, and the document details.

A new "Your Setup" section with tiles on the Avalara Home page

We have a new section, Your Setup containing the various task list for Onboarding. On completion of a task, a new title for the next task is added to Your Setup, summarizing the setup for that task. Select the tile to enter the appropriate task flow to perform the steps. Each onboarding task has a corresponding tile.

Enabled Amazon V2 extractor in AvaTax 

The Amazon V2 extractor tile is now available in AvaTax.

Added Puerto Rico in the Eco Nexus Map

Added Puerto Rico to the Eco Nexus Map on the Avalara Home page.

Enhancements

Updated labels and text on Add Transaction and Where you collect tax page

The following updates are made to the labels and text on Add Transaction and Where you collect tax pages:

  • Added a heading text "Importer of Record" above the Importer of Record setting to separate it from the VAT number field above.
  • Changed the Importer of Record checkbox label "This company is the importer of record" to "[COMPANY NAME] is the importer or record," dynamically inserting the current user's company name in the label.
  • Changed the checkbox subtext when the checkbox is not selected: "As the Seller, you aren't responsible for any import duties and taxes. When left unchecked, duties and taxes are not included in transactions, delivered at place shipping is assumed, and the buyer is expected to pay on delivery." to "The importer of record collects customs duties and import taxes."
  • Changed the checkbox subtext when the checkbox is selected: "As the Seller, you're responsible for any import duties and taxes. Check this if the buyer is the importer of record in your shipping agreement, but you want to collect duties and taxes in transactions, such as when using a Delivered Duty Paid shipping service." to "The importer of record collects customs duties and import taxes."
  • Change all references to "Country," "country," countries," to "country or territory," "countries or territories," or "Country or territory."

Updated error messages that appear during transaction upload

Updated the following error messages from “Incorrect file format. Transactions must be a .csv, .xls, or .xlsx file” to “Incorrect file format. Upload transactions in a .csv, .xls, or .xlsx file”. and "Something went wrong. There is an error in your file. There is a missing ProcessCode. Add a ProcessCode to row X and then upload your file again" to "A process code is missing in the {PROCESS CODE} column. Add the missing process code and import your file again."

Updated the Home page with a link to Exempt customers from tax link 

If the Home page is post-onboarding and hasn't transitioned to the maintenance state yet, in the Fine-tune your company profile finish setup, the link to "exempt customers from tax" is updated to take you to the new exemptions. avalara workspace.

Important information about the extractor on the integration partner page

As an ASB user, you can read all the critical information about the extractor on the partner page for that integration

Integrations not available in Avalara show an empty search result

As an ASB user, if you search for the integrations which are not available in Avalara, an empty search result is shown so that you can invoke the request flow from that page.

Warning message on resetting the API key from your integration  

You can reset the API key with a proper warning message as an ASB user.

Buy flow runs in the background 

As an ASB user, when you click on the Get integration for the connector, you will see that connector is added to the account without any more clicks.

Integrations not available for online buy    

As an ASB user, you can see all the integrations not available for the online buy in the tile so that you can click and submit a request.

For ASB users, show all the available integrations in AvaTax

As an ASB User, you can see all the integrations which are available and not available for online buy.

For ASB users, show all the available integrations as tiles in AvaTax

As an ASB user, you can see the integration tiles for all the available integrations so that you can click on the entire tile and select the integration.

A guided help provided for the authorization window       

If an authorization window does not appear, guidance is provided on how to open it, given each browser's pop-up blockers.

The following are the fixes in the AvaTax.

Advanced Rule populated incorrect fields

When using expressions and reference lists, the Advanced rules did not populate the correct fields. This issue is resolved.  

Increased limit for exporting all the items under what you sell to 200000 items

Earlier, there was a restriction to export all the items under what you sell with a limit of 100000 items. This is resolved by increasing the limit for exporting all the items under what you sell to 200000 items.

Improvements to Your Business Profile section

 The Your Business Profile section is improved by adding the check mark when the task is completed and reducing the lag time for the Your Business Profile tile to appear.

Bulk uploading of HS Codes specific to countries to AvaTax

The item and their associated parameter mapping and classification were done one at a time from the Customer User Portal (CUP). However, now you can bulk upload HS codes specific to countries to AvaTax.

Simplified initial Onboarding and company creation for Exemption Certificate Management (ECM) Pro and Enterprise accounts on AvaTax

Suppose an account has an ECM Pro and no AvaTax service types. In that case, the onboarding process displays a simplified create a company and add a company page instead of the standard AvaTax Onboarding and create a company with nexus wizard. After the create a company step, the ECM users are redirected to the Avalara home.

Enhancements

Update task list after completion of an onboarding task

Your Business Profile section contains the various task list for Onboarding. After completing a task, the task is removed from the task list before adding a new tile for the next task.

The following are the fixes in the AvaTax.

Jurisdictions override for Colorado showed a 27% tax rate

When adding a jurisdiction override for Colorado, the state rate is shown as a 27% tax rate. This issue is resolved.

Access to the home page was suspended on the expiry of Avalara for Small Business (ASB) free trial subscription

On the ASB free trial subscription expiry, access to the Avalara home page was suspended. This issue is resolved, and the user can now access the home page even after the ASB trial subscription expiry.

Consumer Use Tax Type

The Consumer Use Tax type is now available. Earlier, General RateType was applied when no rate was found for a jurisdiction for the RateType assigned by the Taxability rule.

Added a new column to the AvaTax transaction page

A new column, Doc Status, is added to the transaction list page for Returns for Small Business (RSB) users who purchased extractors and intend to use the Returns service in AvaTax.

New link added under Account on the Avalara home page

A new My Downloads link is added under Account on the Avalara home page. When you initiate a download, and that download is completed, the download appears in My Downloads.

Customer User Portal (CUP) supports a standalone new Home page for Exemption Certificate Management (ECM) Pro

If a user has subscribed to ECM Pro but not AvaTax or Returns. On login to the Customer User Portal (CUP), the home page displays the ECM summary page.

Subscription remaining countdown message on the home page when Avalara for Small Business (ASB) free trial is nearing expiry

If a user has subscribed to ASB free trial and the subscription is nearing expiry, the remaining duration countdown <aui-subscription-countdown> message is displayed on the Avalara home page.

Subscription expiry message on the home page when Avalara for Small Business (ASB) free trial expires

If a user has subscribed to ASB free trial and if the subscription expires, the subscription expired <aui-subscription-expiration> message is displayed on the Avalara home page.

A new "Your Business Profile" section with tiles on the Avalara Home page

We have a new section, Your Business Profile containing the various task list for Onboarding. After completing a task, a new tile for the next task is added to Your Business Profile that summarizes the setup for that task. Select the tile to enter the appropriate task flow to perform the steps. Each onboarding task has a corresponding tile.

Separate tiles for each Integration products

On the Your Business Profile, for each Integration product, there are different tiles. For example, if you have integrated QuickBooks and Woo Commerce, there would be two separate tiles in Your Setup. Each tile has the integration name and shows the number of records imported.

Fixes

Florida purchase order threshold

While calculating the capital amount, a check is done for the document date less than the ongoing transaction document date while performing sales Invoice operations for Florida with the same Purchase Order (PO) number.

Modified the CIF logic to maintain transparency of the product and freight line items

  • Changes to Non-Marketplace customers

When shipping cross border into CIF countries, “Freight transport and relating services” are taxed following the rate of the delivered goods.

 AvaTax will fulfill the tax calculation requirement for freight for shipments cross border into CIF countries using RateDepends tax rule logic (tax calculation for freight follows the rate of the goods being delivered).

 The freight taxable amount and tax will be reported on the line items. Freight will no longer be included in the CIF amount on the goods line for “pure VAT” transactions.

 Beginning June 1, 2022, these changes will return reporting of freight taxable, and tax amounts for CIF countries from being included with the goods line back to the individual freight line.

  • Changes to Marketplace customers

A consignment is defined as a unique set of: MerchantSellerId + ShipFromAddress + ShipToAddress

  • Marketplace users will

    • pass separate freight lines per MerchantSellerId

    • pass the MerchantSellerId, and the appropriate ShipFrom and ShipTo address on the freight and goods lines

  • This feature is effective from June 1, 2022.

  • To opt-in to this feature, a Marketplace (Company IsMarketPlace parameter = True) must set the Company IsMerchantSellerTaxDependency parameter to True.

  •  AvaTax will apply TaxDepends and RateDepends; TaxDepends freight calculations by consignment (considers only the goods lines matching the ShipToAddress + ShipFromAddress + MerchantSellerId of the freight line).

  • Fallback hierarchy applied if no matching goods:

    • consider goods matching MerchantSellerId + ShipToAddress

    • consider goods matching MerchantSellerId

    • consider all goods and apply Company TaxDependencyLevel setting

  •   No change of behavior unless the Marketplace customer opts-in by setting the new Company IsMerchantSellerDependency parameter to True.

Place of Supply rules includes Return order or Invoice in the Document Type

Updated Mexico's existing Place of Supply (POS) rules to include Return orders or Invoices in the Document Types.

Place of Supply rules added to support GST in Australia and Singapore

Added Place of Supply (POS) rules to support GST in Australia and Singapore.

Enhancement to the Customer User Portal (CUP) historical data storage

Enhanced the Customer User Portal (CUP) historical data storage to handle new subscriptions of any customer who is not subjected to a storage charge. Avalara Included customers now have access to all historical transactions.

Default month changed to prior month for liability worksheet report

The Liability Worksheet report is enhanced to display the prior month as the default month. For example, If the current month is March, then the default month selection is February. Similarly, if the current month and year are January 2022, the default selection is December 2021.

Provided HS code in the Cross-border quoting service

Provided HS code in the API response for the Cross-border quoting service when the transaction company is a child of another company. 

Nexus subtype correctly displays one subtype if a state has only state-level tax

Resolved the issue where the nexus subtype allowed adding a local collection authority even if a state has only state-level tax and a single subtype.

Supports Norway (NO) and Switzerland (CH) VAT section content

Expanding VAT content for Norway and Switzerland to support complex vat calculations, including but not limited to reverse charge, marketplace transactions, deemed supplier, and eCommerce (VOEC scheme).

Supports the additional transactional scenarios for Norway and Switzerland:

  • Address types: GoodsPlaceOrServiceRenderedCountry and ImportCountry supports the new NO and CH scenarios.
  • Document types: CustomsOrder and CustomsInvoice supports the NO and CH cross border scenarios.
  • IsImportVatDeferment and Transport parameters support the new NO and CH scenarios.

The support may lead to different tax results for customers who provide the necessary settings, address types, and parameters.

Enhancements to the VAT Code used for VAT Returns processing are supported for NO and CH new scenarios. To support the two new codes, we added a new derived attribute IsNOGoodsConsignmentValueBelow3000NOK and a calculated attribute IsSourcingSectionApplied in the enhanced VAT tax type section to evaluate tax type in case of enhanced VAT transactions. In addition, updates to Invoice Messages and Citations are also supported for NO and CH new scenarios.

Supports extracting a substring from a field as a feature in an expression block

AvaTax supports extracting a substring from a field as a feature in an expression block. The feature helps fields that are of type string. Because expressions are a core part of the rules engine and are used in most rules, the expression cannot be tied to a specific rule template. 

Purchase AvaTax sandbox subscription Online

Authenticated AvaTax customers without a Sandbox subscription can complete the purchase online.  

Enhancements

Added EntityUseCode in the WHEN section of the Multiple Points of Use Rule Template

Added the EntityUseCode in the WHEN section field drop-down field of Multiple Points of Use Advanced Rule Template. It allows you to select entity use code as one of the available options to build criteria for multiple points of use rule. The EntityUseCode can be passed at the transaction header and line level. While matching, follow the precedence logic defined for the ShipToState field.

Added ShipToState in the WHEN section of the Bundle Item Allocation Rule template

Added the ShipToState in the WHEN section drop-down field of Bundle Items Allocation Advanced Rule template. It allows bundled items allocation rule to treat the ShipToShip uniquely like ShipFromState

Removed hardcoded logic of exemption scenarios (with new sections) to apply liability article 193 or 1(2)

AvaTax has hard coding for exemption scenarios (with new sections) to use liability article 193 or 1(2). The hard coding is removed by adding two new simple sections for 193 and 1(2) with higher priority than the regular (generic) 193 and 1(2) and all others.

The new sections are:

  • Article138.1' IN ExemptionCitationCodes OR 'Article146.1a' IN ExemptionCitationCodes OR 'Article146.1b' IN ExemptionCitationCodes OR 'Article136a' IN ExemptionCitationCodes
  • OR ExemptionCitationCodes IS NOT NULL

FL – Surtax - Increased Florida Purchase Order threshold limit

Increased the Florida Purchase Order (PO) threshold limit from 90 days to 120 days.

The Economic Nexus Map report is modified on the Avalara Home page. In addition, you can run the Economic Nexus Summary and Economic Nexus State Document Line Detail reports from the Economic Nexus Reports tab.

Updated Notices Power of Attorneys (POAs) for Florida, Nebraska, and Nevada states

The Notices POA is disabled for Florida, whereas enabled for Nebraska and Nevada states.

The following are the fixes in the AvaTax.

Addressed accurate Remote seller local rate at the document line details

The document line details for the Remote seller local rate were applied to all the state transactions with a ship from TX, LA, and AL if the remote seller nexus setting is enabled. This issue is resolved, and the Remote Seller rate is only applied when sourcing is one of the TX, AL, and LA state, and for these states, the nexus parameter is RemoteSeller.

Addressed the Canada Tax calculation for Transactions

 Canada Tax calculation was incorrect for transactions with TaxIncluded = true. This issue is resolved. 

Improved messaging in the account section when loading data

Account home page showed spinner and 'You have no subscriptions, products or services yet while fetching data. The issue is resolved. You can see only the spinner but not the message while we fetch the account information.

The customer portal home screen no longer shows the onboarding list for customers who completed their set-up.

All active customers were shown onboarding steps in the Finish setting up AvaTax section on the Home page, even if the account status is Live. This issue is resolved, and the Home page no longer shows the onboarding steps for Live accounts.

Addressed the sales tax calculation for Alabama order

Unable to select the Use this state's simplified sellers use tax rate checkbox as it was spinning continuously. This issue is resolved, and you can select the checkbox option.

Addressed the issue while updating the Registration ID

If the customer added the Registration ID, the application did not save the registration id for AvaTax. This issue is resolved.

Addressed the issue while adding local collections authorities with an effective date for Louisiana state

Unable to add local collection authorities in the Details section with a future effective date for Louisiana state. This issue is resolved.

Unified the import template for Tariff Code Import 

Multiple import templates created confusion while uploading product catalogs for customers. This issue is resolved, and we have unified our import template for Tariff Code Import.

Addressed the Rule Type and Rule schema mismatch

If there was a time delay while selecting the Rule Type and the Rule Schema, the rule schema displayed did not correspond to the selected rule type. This issue is resolved. After choosing the rule type, the page is greyed out until it is fully loaded and allows setting the rule schema.
