We're simplifying the CertExpress experience to make creating and sending exemption documents fast and easy.
- Redesigned CertExpress landing page and sign up experience. Use your request code or sign up and start saving documents and companies
- Reorganized CertExpress dashboard. Store exemption documents by company (previously referred to as vendor) or click Requests to view pending and completed requests
To reduce document errors, CertExpress guides you through the fields of your document. If Upload is missing following the CertExpress update and you need to upload your document instead of completing the fields in CertExpress, change the following setting in CertCapture.
- Go to Settings > Company Settings > Company Details > CertExpress Settings > Disable Upload from Fillable Forms.
- The default value of this setting is yes. Set it to no to restore the Upload button to your CertExpress workflow.

- The CertCapture certificate creation wizard will automatically resize to fit any viewing screen. This will impact you if you use CertCapture for Retail, eCommerce SDK, or have your customers fill out online certificates using the Web Portal.
- There will be changes to the default exemption matrix and form libraries, based on research of new state rulings and government initiated form updates. In some cases exempt reason categories within the exemption matrix will change.
- New application security features will be implemented
- Expanded exemption certificate functionality is being added to AvaTax. This added functionality will be available for purchase as a product extension. If you opt into these new features, you will be able to:
- Request exemption certificates from your customers within the AvaTax application
- Process customers' documents and attach them to customer records within AvaTax
- Store digital copies of your customers' exemption certificates in AvaTax
- A new product called CertExpress will be released
- CertExpress will provide a way for consumers to store any compliance documents needed to transact business. CertExpress users can maintain public and private libraries of exemption certificates, excise licenses, and/or withholding forms.
- CertCapture will be able to access CertExpress users' document libraries. Forms stored in CertExpress public libraries will be available for download on-demand. Forms stored in private libraries can be transferred to CertCapture users upon request.

- Added 2 new form types to CertCapture, the CertCapture Webportal, CertCapture for Retail, and CertCapture for eCommerce:
- Request Form: A set of instructions that provides a buyer all the information they need to submit state or federally supplied documents necessary for an exemption from sales tax. When a buyer selects a jurisdiction and an exempt reason, they don't need to complete any fields online and are prompted to print the form. The request form isn't saved with the customer account because it doesn't provide exemption coverage. Until the buyer provides an exemption certificate, they remain taxable.
- Affidavit Form: This provides a buyer all the information they need to submit state or federally supplied documents necessary for exemption. It also acts as a temporary certificate that is signed and saved with their account. If a buyer selects a jurisdiction and exempt reason that triggers the creation of an Affidavit form, they don't need to fill out any fields. Instead, they provide an online signature, print the form, and follow the instructions while also submitting the the completed form to CertCapture. The form is saved with the customer account and provides temporary exemption coverage for a defined number of days.
- Changed the 26 request forms in the standard CertCapture library for Enterprise customers from a Certificate Type Form to a Request Type Form.
- If an online fillable form isn't accepted and you only want to provide exemption when the state or federal form is received, then in your Exemption Matrix, map Request Form Types.
- If you want to offer temporary exemption, enable Affidavits. Go to Company Settings > Company Details > Affidavit Usage and select the Temporary Exemption Period. Once you've enabled Affidavits, update your expiration matrix and replace the Request form with a similar Affidavit form.

- What are content library updates?
- Content library updates define which forms have been added, removed, or updated within CertCapture’s form library. The table below illustrates any updates that were in the past weeks. Please note that the release of forms isn't necessarily bound to software releases.
- What should I do with “new” content updates?
- If a content library update is designated as “new”, it indicates that additional form templates are available for use in the exemption matrix. The availability of new templates doesn't impact your current form mappings. If you would like to use newly available forms, access the exemption matrix and search for the new form.
- What should I do with “replaced” content updates?
- If a content library update is designated as “replaced”, this means that an existing form template has been updated. For example, if New York issues a new version of its Resale Certificate, the Avalara content team automatically updates the form on your behalf. In this case, there are no actions for you to take.

There are 3 exemption document types in CertCapture's Exemption Matrix -- documents, affidavits, and requests. With this release, the roles of affidavits and requests are redefined.
- Certificates remain defined as fillable forms that collect required buyer and seller information and create an exemption certificate that is active for the period defined by the Exemption Matrix. They're saved and associated with your customer's account.
- Affidavits are now defined as fillable forms that enable a buyer to agree to the requirements of exemption, and may define additional forms/documents that also need to be submitted. They're active for a period not defined by the Exemption Matrix, but by you in your CertCapture settings. They're saved and associated with your customer's account.
- Requests are now defined as a set of instructions that provides a buyer with all the information they need to submit the state or federal supplied document necessary for exemption. They can be used as a cover sheet to help auto-associate the submitted form with the Buyer account.
- You can now upload and auto-associate standard and custom exposure zones to customer records through the bulk upload functionality
