Jurisdiction Override

A jurisdiction override changes how AvaTax sources tax jurisdictions. Jurisdiction overrides provide you some control over the tax jurisdictions used by AvaTax to process transactionsHoverTT.png. The jurisdiction override remains in effect until deleted or the end date passes.

States participating in the Streamlined Sales Tax Project (SSTP)HoverTT.png aren't listed for SST customers. These states have certified data that can't be altered without investigation. Contact Avalara Support for assistance with these states.

Some states have complex sourcing rules that affect the jurisdictional assignments and composite tax rate calculation. Before adding a jurisdiction override, contact Avalara Support to determine whether a jurisdiction override is necessary, or if the current jurisdiction assignments are the result of state-mandated sourcing rules.

Add a jurisdiction override

Follow the steps below to add a jurisdiction override in AvaTax.

  1. On the Settings tab, click Jurisdiction Override.

  2. On the Jurisdiction Overrides screen, click New.

  3. On the New: Jurisdiction Override Step 1 screen, type a Description and select a Jurisdiction Override Type:AvaTaxCalc-Settings-JurisdictionOverrideStep1.png
    • For Specific Address
      • At a minimum, complete the required fields:

        • Street Address

        • ZIP/Postal Code

      • Click Validate to validate the specific address or type the rest of the address.

    • For ZIP/Postal Code

      • At a minimum, complete the required fields:

        • State

        • ZIP/Postal Code

    • For ZIP/Postal Code +4

      • At a minimum, complete the required fields:

        • State

        • ZIP/Postal Code +4

  4. Change the Effective Date or End Date if desired.

  5. Click Next.
  6. On the New: Jurisdiction Override Step 2 screen, choose the desired combination of jurisdictions for the address information entered in Step 1 (county, city, and/or special).

  7. Review the Composite Rate displayed on the right. AvaTax uses the composite rate when the jurisdiction override is applied.
  8. Click Finish.
  9. The Jurisdiction Override appears on the Jurisdiction Override List. A message indicating the "The operation completed successfully." displays above the Jurisdiction Override List.

Edit a jurisdiction override

Editing a jurisdiction override allows you to change how AvaTax sources tax jurisdictions. Jurisdiction overrides provide you some control over the tax jurisdictions used by AvaTax to process transactionsHoverTT.png.

  1. On the Setting tab, click Jurisdiction Override.
  2. On the Jurisdiction Overrides screen, click the Description hyperlink for a jurisdiction override.
  3. On the Edit: Jurisdiction Override screen, type or select a different value for any field in Step 1, if desired.
  4. Click Next.
  5. Choose a different combination of jurisdictions in Step 2, if desired.
  6. Click Finish.
  7. The Jurisdiction Override appears on the Jurisdiction Override List. A message indicating the "The operation completed successfully." displays above the Jurisdiction Override List.

Expire a jurisdiction override

Expiring a jurisdiction override is preferred to deleting it. An expired jurisdiction override documents the tax jurisdictions and tax rates used by AvaTax to process transactionsHoverTT.png in the past.

  1. On the Setting tab, click Jurisdiction Override.
  2. On the Jurisdiction Overrides screen, click the Description hyperlink for a jurisdiction override.
  3. On the Edit: Jurisdiction Override screen, type or select today's date in the End Date field.
  4. Click Next.
  5. Click Finish.
  6. The Jurisdiction Override appears on the Jurisdiction Override List. A message indicating the "The operation completed successfully." displays above the Jurisdiction Override List.

Delete a jurisdiction override

Deleting a jurisdiction override is recommended only when a mistake is made. Expire a jurisdiction override instead of deleting it. Once a jurisdiction override is deleted, AvaTax uses the default tax jurisdictions and tax rates when processing transactions for that specific address, ZIP/postal code or ZIP/postal code +4.

  1. On the Setting tab, click Jurisdiction Override.
  2. On the Jurisdiction Overrides screen, select the check box next to a Jurisdiction Override.
  3. Click Delete.
  4. On theJurisdictionOverrides: Are you sure you want to delete Jurisdiction Override(s) screen, confirm the Jurisdiction Override and click OK.
  5. The Jurisdiction Override is removed from the Jurisdiction Override List. A message indicating the "The operation completed successfully." displays above the Jurisdiction Override List.

Export a jurisdiction override

Follow the steps below to export a jurisdiction override as an Excel file.

  1. On the Settings tab, click Jurisdiction Override.
  2. On the Jurisdiction Overrides screen, click Export.
  3. On the Opening Ava_JurisdictionOverrides.xls dialog, select whether you want to Open with Excel or Save the file.
  4. Click OK.
